SALARY RANGE: $87,800 - $140,500
The Connecticut Lottery Corporation (CLC) is a quasi-public agency of the State of Connecticut. Our mission is to generate revenue for the state while providing a fun, safe, and entertaining experience for players. With a team of nearly 140 employees, we partner with over 2,800 retailers to sell our lottery and sports betting products statewide. We are currently recruiting for a Government Affairs Manager. This full-time position reports to the CLC Director of Corporate Communications and manages governmental relations, public policy strategy, strategic communications, and key stakeholder engagement. The role ensures CLC’s active participation in legislative and regulatory policymaking at the local, state, and federal levels and provides outreach, education, and advocacy to stakeholders.
This is not a remote position and requires an in-office presence.
DUTIES AND RESPONSIBILITIES
Government Relations
- Oversee development of CLC’s legislative agenda and monitor issues affecting the organization.
- Identify key stakeholders and establish strong relationships with the relevant parties.
- Analyze legislative proposals, assess potential impact, and communicate findings internally and externally.
- Serve as liaison with regulatory, executive, and legislative offices, state agencies, committees, trade associations, municipalities, and the public.
- Prepare and coordinate public testimony, research, and interagency responses.
- Arrange meetings and outreach to ensure CLC’s message is clear, relevant, and persuasive.
- Build and maintain strong relationships with key public, regulatory, and private stakeholders.
- Stay current on legislation, programs, and policy developments impacting CLC.
- Be involved with and display leadership in public relations, corporate communications, and responsible gaming initiatives.
- Strategize and execute strategic communications plans.
- Prepare and track relevant KPIs and present findings to CLC leadership.
- Other duties as assigned.
KNOWLEDGE, SKILLS, AND EXPERIENCE
- BS/BA required in public administration, political science, public relations, or a related field; graduate degree preferred.
- Minimum five to seven years’ experience in government or the legislative process; Connecticut experience strongly preferred.
- Excellent, expert-level, understanding of the state and federal legislative process and state government budgeting.
- Ability to understand CLC’s statutory authority, goals, and legislative priorities.
- Proven ability to build productive relationships with legislators, the Administration, and other stakeholders.
- Excellent interpersonal, verbal, and written communication skills; public speaking experience required.
- Highly organized, trustworthy, and able to manage multiple projects under tight deadlines.
- Thrive in a high-pressure environment with minimal oversight, while maintaining professionalism.
- Strong writing, critical thinking, and analytical skills required.
- Able to learn and utilize new technology effectively.
- Must be able to analyze and interpret raw data.
- Must be able to interpret federal, state, and local statutes.
